The Library of Congress has placed a variety of files on a central computer for anonymous file transfer by Internet users.

Various reports and papers written about the American Memory Project at the Library of Congress.

Documention and demonstration files for the Classification Plus - Cataloger's Desktop software.
/copyright
Copyright Office Circulars, Form Letters, and other information.
/ead
Information about the Encoded Archival Description (EAD) Document Type Description (DTD), including the ALPHA version for downloading.
/exhibit.images
Library of Congress Exhibits sre no longer available via FTP. All online versions of Library exhibits are available over the World Wide Web (http://www.loc.gov/exhibits), including:

/flicc
A directory containing files by and about the Federal Library and Information Center Committee (FLICC), a branch of the Library of Congress which helps federal agencies achieve better utilization of resources and facilities through professional development, promotion of services, and coordination of available resources. FEDLINK (the Federal Library and Information Network) is a cooperative program of FLICC which provides agencies cost-effective access to a number of information- or operations-support services.
/folklife
The text of Folkline, a weekly cooperative information service of the American Folklife Center (AFC) of the Library of Congress, and the American Folklore Society. Database files for use in AFC's digital library projects (see README file).
/incoming
This directory is available to promote the exchange of working documents by allowing FTP to or from the Library of Congress.
/lc.access
Software and documentation for the user-friendly interface client for the Library of Congress Information System (LOCIS).
/lc.internet
Information about the Library of Congress' Internet offerings, including LC MARVEL (the LC gopher) and the LC World Wide Web server.
/lc.online
A description of LC ONLINE SEARCH, a service of the Library of Congress that permits anyone outside the Library to search LOCIS (the Library of Congress Information System) over the Internet. The directory also contains two searching resources to help LOCIS users; both are available in three formats: Macintosh Microsoft Word 4.0, WordPerfect 5.1 for DOS, and ASCII.

/marc
This directory contains PC-based software for MARC record conversion
/marc.test
USMARC classification test records and technical reports information.
/mss
Manuscripts Division general information, finding aids, and reports on new acquisitions.
/ndl
Files and reports from the National Digital Library (NDL).
/nls
Bimonthly book listings and cumulative catalogs for the National Library Service for the Blind and Physically Handicapped (NLS). The directory also contains a search guide for LOCIS users accessing the NLS Union Catalog.
/preservation
Book/paper preservation reports and images.
/reference.guides
The full text of various reference guides, finding aids, and bibliographies produced by Library of Congress reference staff. Large and/or binary files are found in this directory while smaller text files are available through LC MARVEL.
/thomas
Full-text of legislation, including all versions of each bill from the 103rd and 104th Congresses. (Note: Do not list files in these directories; get the README file for instructions on how to get bill texts.)
/z3950
Recent versions of the Z39.50 standard, related profiles, and documentation.
