Under the Library of Congress FEDLINK basic ordering agreement with the Copyright Clearance Center, the royalty fee for an annual authorization license is calculated as a per-head charge for each professional or administrative employee in your organization. See Section H.6 of the CCC license for a description of the individuals who should be counted. As a rule of thumb, staff in positions GS-9 level and above (and their equivalents in other pay scales) and contractor staff under your control should be included. CCC has established four fee levels for different types of government agencies that parallel the fees paid by CCC licensed organizations in the commercial sector.Price Per Employee TopYour agency's royalty fee equals the number of professional/administrative employees times your agency's fee level. To this amount the CCC adds a one-time general and administrative (G&A) charge of 25%; when you renew the license after the first year, there is no supplemental G&A charge. Thus, for example, a Department of Energy organization with 2,000 professional/administrative staff would pay $33,100 ($16.55 x 2,000) plus $8,025 for a total of $41,125 for the first year of the license. The minimum amount for an annual authorizations license will be $600.

Additional First Time License Charge Top
A general and adminstrative overhead charge of 25% is assessed for the first year of your CCC license. This fee is not charged when you renew the license in later years.
