SUBJECT: New Training Account Available for CAPCON In Fiscal Year 2000

FEDLINK has established a separate training contract with CAPCON (CN) to provide members in the Washington, D.C. area with more accurate information regarding their FEDLINK training accounts (FT). (Other library networks are being invited to contract with FEDLINK for training services in their geographic regions. FEDLINK will announce when additional networks are added to the FEDLINK program.)

In the past when both FEDLINK and CAPCON invoiced against an FT account, members were unable to determine their account balances accurately. Now, when members wish to attend training at CAPCON they will establish a separate account so they can transfer monies to cover the cost of anticipated training classes from CAPCON. Training from CAPCON will no longer be billed against the general FEDLINK FT account.

Advantages

The three main advantages for members include

  • Simplified registration and invoicing—with more specific and complete information about each agency that anticipates using their training services, training networks will be able to identify and anticipate FEDLINK members' training needs and simplify their billing processes.
  • Monthly statements—members' monthly statements will reflect training balances more accurately and FEDLINK will reduce the number of rejected invoices.
  • Account management—FEDLINK Fiscal Operations (FFO) will manage training accounts in the same manner as any other member account.

In the past, FEDLINK created training agreements with CAPCON through purchase orders. This process complicated registration and invoicing because there were neither separate accounts in the FEDLINK financial system nor did FEDLINK issue delivery orders. Without these in place, the COTR issued eligibility lists to CAPCON without knowing member funding levels. The new process will ensure that FEDLINK members, FFO, and CAPCON all have the latest and most accurate balance information.

FEDLINK FT Accounts

Members should also elect to establish or continue funding their FEDLINK FT accounts in FY2000 to cover costs for FLICC events, registration fees for conferences, such as Computers in Libraries (CILs), or for on-site training with FEDLINK staff.

Other Training Opportunities—OCLC Pacific Network

FEDLINK complements its network training agreements with a unique training agreement with OCLC Pacific which offers training to FEDLINK/OCLC members in the following localities: Alaska, Hawaii, Idaho, Montana, Nevada, California, Oregon, Washington and Guam. The training is offered under the FEDLINK BOA with OCLC.

OCLC Pacific offers the following training options:

  • Regional OCLC workshops;
  • Customized OCLC Training at your library; and
  • Annual subscription to OCLC Pacific publications.

Paying For OCLC Pacific Training

Use of OCLC Pacific training services is contingent upon payment through the member's FEDLINK OCLC account (Service ID: OC). Other forms of payment will not be accepted. Charges will appear on members' OCLC invoices.

To avoid personal liabilities for unauthorized use of funds, obtain authorization to take and pay for this training through your library's OCLC account in advance of each registration. Trainees are personally responsible for obtaining all necessary authorizations to use OCLC Pacific training services. If your OCLC services are centrally funded, your OCLC accounts officer must authorize your use of the account for training and the charges you will incur.

Receiving Announcements of OCLC Pacific Training

FEDLINK members in states mentioned above have been added to the OCLC Pacific mailing list and will receive subscription information for OCLC Pacific training. OCLC Pacific will mail workshop calendars as well as announcements of regional workshops and other training information.

Registering for OCLC Pacific Training

OCLC Pacific advises registration at least six weeks in advance of scheduled training. Send registration requests to FEDLINK ATTN: FNO Training Office. Telephone registrations cannot be accepted by FEDLINK or OCLC Pacific. Confirmations are mailed two weeks prior to the scheduled training.

Confirming or Canceling Your Registration

OCLC Pacific will confirm your registration via return mail. Your request will be considered along with those from OCLC Pacific members, on a first come, first served basis. Please do not consider yourself registered until you receive a confirmation from OCLC Pacific. To change or cancel a confirmed registration, contact OCLC Pacific at (800) 854-5753. Cancellations must be received at least 48 hours prior to the class to avoid charges to the agency.
