Announcements Vice-Chair Doria Grimes called the meeting to order. 1. The FAC approved the minutes of the December 11, 1997 meeting. Lee Porter made the motion to approve the minutes and it was seconded by Ken Nero. 2. FAC Issues and Topics. The election results of FAC Officers for FY98 are: Fred Rettenmaier------Chair Doria Grimes-----------Vice-Chair Denise Lomax----------Secretary The FAC meeting dates for FY98 were presented for review. Susan Tarr suggested that the PM FAC meetings on Dec. 12 and May 14 begin at 1:00 PM instead of 1:30 PM. It was also noted that the FLICC/FEDLINK move to the Library of Congress Adams Building is scheduled for mid-June, which is around the time of the FAC meeting scheduled on June 18. 3. FLICC/FEDLINK Update. FLICC Executive Director Susan Tarr reviewed in detail the elements of the 97/98 FLICC Performance Plan. The document supports that FLICC/FEDLINK had a very busy and productive year. In addition, Susan Tarr distributed a draft Selection Plan for New Product Offerings. She asked FAC members to provide feedback. FLICC Finance Working Group will begin preparation for the budget on February 11. A new FLICC Awards Committee will begin meeting soon. Nominees were sought. This will be a permanent Working Group that will soon develop guidelines and criteria for the following awards: Federal Librarian of the Year Federal Library Technician of the Year Federal Library and Information Center of the Year FAC meeting minutes are currently on the Web site. Beginning in 1998, the FEB meeting minutes will be available on the Web site, after approval. FEDLINK Coordinator Milton MeGee summarized recent network activities and plans. The US Air Force recently asked for training for 8 to 9 additional libraries. FEDLINK is also planning to provide televideo training to the Air Force Education and Training Command. FEDLINK staff have created a model license agreement for retrieval services for libraries to follow. FEDLINK is again coordinating federal registration for the Computers in Libraries Conference to be held March 1998, which will provide members with a discount of the full-conference cost. Electronic links to vendors' pricing information will be available through the FEDLINK home page. Consortium pricing will be covered at the Information Technology Working Group meeting on January 27, 1998. FEDLINK Business Manager Joseph Banks distributed the January 1998 Financial Report. FEDLINK is doing well with amount of signed IAGs and revenue coming in compared to this time last year. Even with the increase to Direct Pay customers, more Direct Pay registrants have paid than compared to those received at the same time last year. Price Waterhouse is developing a requirement analysis for a new automation system to improve the efficiency of billing. Scheduled completion date of the analysis is April/May. 4. No Committee Reports. 5. New Business. FAC Listserv. Due to technical difficulties, Lee Porter will be unable to monitor the FAC Listserv in February. Committee members agreed to move up their assignments one month as follows: Feb. - Mike Conklin Mar. - Ken Nero Apr. - Doria Grimes May - Bonnie Klein June - Lee Porter Topics are needed for the Spring FEDLINK Membership meeting. Suggestions offered were consortium pricing, ALA certification for library administrators, new Presidential Task Force on Outsourcing, and a repeat of last year's presentation of the FLICC/FEDLINK Web Page by Erik Delfino. 6. Announcements. Mike Conklin, US Treasury Dept. Library, reported that the Library Director accepted a "buy out" at the end of 1997. According to federal regulations, "buy out" required that the position be abolished. Doria Grimes reported that the NOAA Library staff are being included in the new DOC Demonstration Project in which federal grades and steps will be converted to pay bands. The staff at the National Institutes for Standards and Technology have been under this system. The successes and problems could be a topic for a future FLICC meeting. Lee Porter moved that the meeting be adjourned and it was seconded by Janet Wright.
