Request for comments on 2nd draft of the proposed core cataloging standards
for:
- Moving Image Materials (PCC CBR-MI/draft/2P)
- Graphic Materials (PCC CBR-GR/draft/2P)
ALSO: In addition to forwarding final drafts of the MI and GR proposed standards
to the PCC for acceptance, the PCC CBR-AV Task Group will forward recommendations
on desirable changes to AACR2, LCRIs, and USMARC. These recommendations will
be considered by the PCC, and, if approved, will be forwarded to the appropriate
bodies for consideration. The task group welcomes concisely written suggestions
along these lines from the community.

WHAT IS A "CORE" BIBLIOGRAPHIC RECORD?
A "core" bibliographic record is one created to a new level of completeness,
a level that is greater than minimal, yet less than full. PCC core-level records:
- are identifiable (a special code appears in the USMARC 042 field)
- meet specific requirements (i.e., comply with the official PCC core record
standards, standards which require the inclusion of a minimum of key elements
of information)
- have all names and series and LCSH access points under national authority
control.
- are dynamic -- the institution which creates the original core record may
choose to exceed the core standard, and, other authorized PCC institutions
may choose to enrich existing PCC core records (e.g., by adding or expanding
notes, adding additional access points, etc.)
- offer individual institutions greater flexibility in tailoring local cataloging
practice to local needs and priorities.
BACKGROUND ON PCC CORE RECORD STANDARDS:
The Program for Cooperative Cataloging (PCC) is an international cooperative
effort aimed at increasing access to library collections by providing useful,
timely, and cost-effective cataloging that meets mutually-accepted standards.
A continuing PCC project is the formulation of official PCC standards for "core" bibliographic
records (the concept of a "core record" is explained above), and to date three
task groups have completed definitions of PCC core record standards for:
- Books (PCC CBR-BK)*
- Vernacular additions to bibliographic records for non-Roman alphabets (PCC
CBR-JACKPHY)
- Printed and Manuscript Music (PCC CBR-MU)*
- Music and Non-Music Sound Recordings (PCC CBR-SR)*
*Note: these core record standards are currently undergoing revision to accommodate
changes arising from USMARC format integration.
THE PCC CBR-AV TASK GROUP:

The task group is charged to "define the minimum set of data elements for
audiovisual materials [i.e., works that fall within the scope of AACR2 chapters
7 & 8]...that will serve to streamline the cataloging of such materials and
still meet the basic needs of as wide a range of cooperative institutions as
possible."
First drafts of the proposed MI and GR core standards were distributed for
comment in December 1995. Since that time the task group has revised the proposed
cores to incorporate comments from the AV-related cataloging communities and
is now making 2nd drafts of the proposed core record standards available for
comment.
A final version of each AV standard along with a report from the task group
will be forwarded to the PCC Executive Board by early May, 1996. Formal adoption
and distribution of the two AV core standards should take place later in 1996.
SUGGESTIONS TO REVIEWERS:
In reviewing the draft standards, readers should be aware of these underlying
principles/assumptions:
- PCC core standards define the *minimum* elements that must be present in
a core record (all mandatory elements + those mandatory-if-applicable elements
that apply in the individual case).
- Dynamic enhancement: Core records are assumed to be dynamic rather than
static -- as core records appear on the bibliographic networks, authorized
PCC institutions using core records are always free to enrich the records.
Over time an individual core record may be repeatedly and permanently enriched
with expanded/additional notes, additional access points, etc.
- Justification of access points: PCC core records do *not* require that
access points be justified by information present elsewhere in the record.
- Training: Official PCC core records may only be created by PCC institutions
that have gone through a training process. The training familiarizes catalogers
with the particulars of properly applying each core standard and emphasizes
the value of individual cataloger judgement.

of the work is not obvious from the remainder of the bibliographic record.

[9] Subject access/genre term assignment: Minimally, supply one or two headings
from an established thesaurus or a subject heading system, and/or an appropriate
genre list.
[10] Added Entries/Linking Entries: Using judgement and assessing each item
on a case-by-case basis, assign a complement of added entries that covers at
least the primary relationships associated with the work (e.g., added entry
for the director of a feature/short/documentary film, related work entry for
an adaptation of a literary or dramatic work, related work entry for a T.V.
series, related work entry/ies for works of music or dance if the works of
music or dance are closely related to the content and purpose of the moving
image work).
[11] Series Added Entries: Supply 8XX entry/ies as necessary to provide access
point(s) for an authoritative form of series name.
